Individual fragrance exceeds its own maximum load

Manufacturers publish a maximum load per fragrance oil, independent of the wax's total hold. The per-oil maximum reflects the oil's flash point, allergen content, and combustion behaviour. The rule fires when any oil in the recipe is dosed above its own published maximum.
