Vessel not rated for candle use

Candle glass is annealed for the thermal cycling of an open flame across many burns. Decorative glass, household tumblers, and craft jars usually are not. Burning in a non-rated vessel can shatter the glass mid-burn and start a fire. The rule fires whenever the vessel record has ratedForCandles set to false.

The same rule fires every time the underlying condition is true, so the way to lift the score is to change the recipe, not the rule.
